(Cygnor Balenoriaid) — The former governing council of Anturia, representing every community across Landoris and Tukdurin. Membership was based primarily on age, with each community’s oldest and second-oldest Tylwyth Teg serving as its representative. Because Tylwyth Teg are immortal, council membership often remained unchanged for centuries or even millennia. The Council of Elders dissolved at the beginning of the Great Anturian Civil War.
